Each and every person engaged in the cutting, pruning and trimming of trees or shrubbery within the city shall have appropriate equipment to conduct the business in a diligent and workmanlike manner, and such equipment shall be inspected by the city inspector before any license is issued to any applicant for such license as to the condition and necessary equipment to perform the work by each and every person engaged in the business and who has applied for a license with the city to conduct such business.
