9-2-1: AUTHORITY; PURPOSE:
   A.   Statutory Authority: The power to regulate peddling, soliciting and transient dealing is granted to the city by statute 1 .
   B.   Purpose: Although the occupations or activities of peddling, soliciting and transient dealing are considered to be lawful, it is recognized that unscrupulous persons have employed annoying methods of solicitation and that too often citizens of this community have been victimized and have suffered property damage and financial loss because of fraudulent transactions. Therefore, this provision is enacted to regulate such activities and to prevent abuses connected with this category of commercial dealing and to assure a means of obtaining service of process in the event of loss, breach of warranty or breach of contract.
