There shall be a minimum charge as set by the city council by ordinance or resolution for each residence or family and for each business of the city for a period of three (3) months each year to pay for the insect spraying. The fee shall be included on the water bills to customers as shown by the records in the office of the water clerk of the city as being connected to a water meter in the city or a consumer of water in the city. The charge shall be collected by the water department of the city by submitting a statement each month, for three (3) months out of the year, the months to be decided upon by the city council. Spraying fees for multi-unit family dwellings on a master meter shall be computed in the manner determined by the council. (2000 Code § 8-602)
