8-2-6: CERTAIN PUBLIC NUISANCES DEFINED:
   A.   Public Nuisances Enumerated: In addition to other public nuisances declared by other sections of this code or law, the following are hereby declared to be public nuisances:
      1.   Unwholesome Food Or Drink; Odor Causing Conditions:
         a.   The sale, or offering for sale, of unwholesome food or drink; or the keeping of a place where such sales or offerings are made. (2000 Code § 8-407)
         b.   Any unwholesome food, liquor or adulterated medicines, and all cattle, horses, swine pens, stables, enclosures or any place in which such animals may be kept, confined or placed, which may have become offensive to persons residing in the vicinity, or to the public. (2000 Code § 8-423)
      2.   Liquor Violations 1 : The sale, offering for sale, or furnishing of alcoholic liquor and low point beer in violation of the state law or ordinances of the city, or keeping of a place where alcoholic liquor and low point beer are sold, offered for sale, or furnished in violation of the state law or ordinances of the city.       3.   Obscene Materials: The exposure, display, sale, or distribution of obscene pictures, books, pamphlets, magazines, papers, documents or objects; or the keeping of a place where such are exposed, displayed, sold or distributed.
      4.   Gambling Places: The keeping of a place where persons gamble, whether by cards, slot machines, punchboards or otherwise.
      5.   Houses Of Prostitution: The keeping of a place where prostitution, illicit sexual intercourse, or other immoral acts are practiced.
      6.   Places Where Unlawful Activities Practiced: The keeping of a place where activities in violation of state law or ordinance are practiced or carried on.
      7.   Public Dances: The conduct or holding of public dances in violation of the ordinances of the city; or the keeping of a place where such dances are held.
      8.   Diseased Persons: The public exposure of a person having a contagious disease.
      9.   Noise: The continued making of loud or unusual noises which annoy persons of ordinary sensibilities; or the keeping of an animal which makes such noises.
      10.   Interference With Wireless Reception: The operation or use of any electrical apparatus or machine which materially or unduly interferes with radio or television reception by others.
      11.   Assemblies Obstructing Traffic: Any use of a street or sidewalk or a place adjacent thereto which causes crowds of people to gather so as to obstruct traffic on such street or sidewalk, or which otherwise obstructs traffic thereon, except as may be authorized by law or ordinance.
      12.   Water, Snow And Ice:
         a.   Permitting water or other liquid to flow or fall, or ice or snow to fall, from any building or structure upon any street or sidewalk.
         b.   All snow and ice not removed from public sidewalks twenty four (24) hours after the snow and ice has ceased being deposited thereon. (2000 Code § 8-407)
      13.   Stagnant Water Bodies:
         a.   All wells, pools, cisterns, bodies or containers of water in which mosquitoes and other insects breed or are likely to breed, or which are so constructed, formed, conditioned, or situated as to endanger the public safety. (2000 Code § 8-407; amd. Ord. 1067, 1-8-2008, eff. 2-7-2008)
         b.   Permitting or allowing the accumulation of stagnant water on property owned or occupied by any person, or permitting same to remain, or permitting holes or places on the property where stagnant water may accumulate. (2000 Code § 8-425)
      14.   Conditions Attracting Pests 2 : Rank weeds or grass, carcasses, accumulations of manure, refuse, or other things, which are, or are likely to be, breeding places for flies, mosquitoes, vermin, or disease germs; and the premises on which such exist.
      15.   Dangerous Structures:
         a.   Any building or structure which is dangerous to the public health or safety because of damage, decay or other condition.
         b.   Every building or other structure that shall become unsafe and dangerous from fire, decay or other cause, or shall become hazardous from fire, by reason of age, decay or construction, location or other cause, or shall be detrimental to the health, safety or welfare of the city or its inhabitants from any cause.
      16.   Dangerous Premises: Any pit, hole, or other thing which is so constructed, formed, conditioned or situated as to endanger the public safety.
      17.   Fire And Explosive Hazards; Dense Smoke:
         a.   Any fire or explosion hazard which endangers the public safety. (2000 Code § 8-407)
         b.   Dense smoke, noxious fumes, gas, soot or cinders in such quantities as to render the occupancy of property uncomfortable to a person of ordinary sensibilities. (2000 Code § 8-424)
      18.   Dangerous Businesses:
         a.   Any occupation or activity which endangers the public peace, health, morals, safety or welfare. (2000 Code § 8-407)
         b.   Every trade, business or occupation injurious to the health or comfort of those who reside in the vicinity and any lot or parcel of land, or any receptacle containing water or slops suffered to become stagnant, offensive or unwholesome from any cause. (2000 Code § 8-426)
      19.   Abandoned Vehicles 3 : Any motor vehicle, trailer or boat considered as an abandoned vehicle. An "abandoned vehicle" is defined as any motor vehicle, trailer or boat which is dismantled, partially dismantled, nonoperative, wrecked, junked, unlicensed, black tagged or has flat tires. This definition shall include vehicles which have missing lights, fenders, windows, doors, hoods, trunks, wheels, motors, transmissions, frames or rear ends. (Ord. 969, 1-13-2004)
      20.   Animal Houses And Noises: Any stable or other place where animals are kept that may become obnoxious or annoying to any resident of the city, by reason of any noise or noises made by the animal therein, or by reason of lack of sanitation.
      21.   Obstructions To Intersections: All trees, hedges, billboards or other obstructions which prevent persons from having a clear view of traffic approaching an intersection from cross streets in sufficient time to bring a motor vehicle driven at a reasonable speed to a full stop before the intersection is reached.
      22.   Tree Limbs Above Sidewalks: All limbs of trees which are less than eight feet (8') above the surface of any public sidewalk or street.
      23.   Wires Above Ground: All wires which are strung less than fifteen feet (15') above the surface of the ground.
      24.   Signs And Awnings: All hanging signs, awnings, and other structures over the streets or sidewalks so situated or constructed as to endanger public safety.
      25.   Graffiti On Buildings: Any building or structure which has been defaced with graffiti associated with, or appearing to be associated with, criminal street gang activity.
   B.   Cumulative Provisions: The above enumeration of certain public nuisances shall be cumulative and not limit other provisions of law or ordinances defining public or private nuisances either in more general or more specific terms. (2000 Code § 8-407)
