This chapter shall become and be effective on or after March 4, 1997, subject to approval of a majority of the registered voters of the city voting on the same in the manner prescribed by law; provided that upon approval of the voters as required herein, this chapter shall remain in effect and not be repealed unless repealed by a majority of the registered voters of the city voting to repeal same in the manner as required for its approval.
