5-2-3: LICENSING AND BONDING OF PLUMBERS:
   The sections of the plumbing code governing licensing and bonding of plumbers are hereby amended as follows:
   A.   General: Before any person, firm or corporation shall engage in the plumbing business, he shall be qualified as set forth herein, and a license shall be obtained from the city and state as required. Where any plumbing work is being done, a master or journeyman plumber shall at all times be present on the job, and in actual control, and in charge of the work being done.
   B.   Qualification Of Plumbers: Any person who desires to enter the plumbing business or offers plumbing services shall appear before the governing authority to satisfy the governing authority as to his competency to enter the plumbing business.
   C.   Issuance Of License: Licenses shall be obtained from the proper municipal authority upon proof of compliance with state licensing requirements.
   D.   Illegal Work, Revocation Of License:
      1.   Any person, firm or corporation engaged in the plumbing business whose work does not conform to the rules and regulations hereinafter set out, or whose workmanship or materials are of inferior quality, shall, upon notice from the plumbing official, make necessary changes or corrections at once so as to conform to this code. If work has not been so changed after ten (10) days' notice from the plumbing official, the plumbing official shall then refuse to issue any more permits until such work has fully complied with the rules and regulations of this chapter.
      2.   The plumbing official shall have the authority to revoke any license for continuous violations of this title or for good cause shown.
      3.   When the revocation of any such license is to be considered, the person, firm, company, association, or corporation to whom the license has been issued shall have at least three (3) days' notice in writing of the time and place of a revocation hearing, together with a statement of the grounds upon which it is proposed to revoke such license.
   E.   Allowing Permit To Be Obtained Fraudulently: No person, firm or corporation engaged in the business of plumbing shall allow his or its name to be used by any other person, firm or corporation, directly or indirectly, to obtain a permit, or for the construction of any work under his or its name, license or bond; nor shall he or it make any misrepresentations or omissions in his or its returns.
   F.   City Authority Regarding Applicability Of Provisions: The provisions of this title and the 2015 international plumbing code are not mutually exclusive and the municipal authority shall have the ability to elect the applicable provision so long as the general health, safety and welfare of the public are considered.
