In order to provide for reasonable interpretations of the provisions of this title, and to determine the suitability of alternates, there shall be created a board of appeals and examiners, hereinafter called "board", consisting of five (5) members who are qualified by experience and training to pass upon matters pertaining to building construction, housing, and abatement codes and technical disciplines therein. One board member shall be a LEED accredited professional. The board shall hear and decide appeals where it is alleged there is an error in any order, requirement, decision or determination made by an administrative official in the enforcement of this title.
