The building official, or the building official's authorized representative, shall have the authority to disconnect or order discontinuance of any utility service or energy supply to buildings, structures or equipment therein regulated by this code, in cases of emergency or where necessary for safety to life and property. Such utility service shall be discontinued until the equipment, appliances, devices, piping or wiring found to be defective, or defectively installed, are removed or restored to a safe condition.
