Violation by the holder of a city discharge permit of any of the provisions thereof, or of any of the provisions of this chapter and/or chapter 17.81 and/or 17.84 of this title, shall be grounds for termination and revocation of such permit by the director. The permit holder shall be notified of the proposed termination of a discharge permit and be offered an opportunity to show cause under section 17.87.200 of this chapter why the proposed action should not be taken.
