"Wastewater" means the liquid and water carried industrial or domestic wastes from dwellings, commercial buildings, industrial and manufacturing facilities and institutions, together with any infiltrating groundwater, surface water and stormwater that may be present, whether treated or untreated, which enters the POTW.
