It is unlawful for any person, after the water has been turned off from such person's premises on account of nonpayment of rates or other violation of the ordinances, rules and regulations pertaining to the water supply, or for any reason, to turn on or allow the water to be turned on, or use, or allow the water to be used without authority from the public utilities director.
