Any damage to the fire hydrant or equipment of the public utilities department after release to the applicant and prior to return must be paid for by the applicant, and the permit of said applicant may be revoked at once by the public utilities department upon applicant's failure to strictly comply with the rules and regulations of the public utilities department and the ordinances of the city governing the use of water from fire hydrants.
