Applications for the use of water from fire hydrants must be made in writing upon forms furnished by the public utilities department, stating the purpose for which the water is to be used, approximate length of time the applicant desires to use the water, and must be signed by the applicant or the applicant's authorized agent, agreeing to the conditions for such use, rate and payment as set and determined by the director.
