When permission is granted by the city to any person to put in a private water service, the whole cost of installing the same shall be paid by the persons obtaining such permission. All such water services shall be maintained and kept in good repair by the owners and users thereof, at their own cost and expense. In all cases an approved valve and other facilities and control equipment shall be installed at a location approved by the department of public utilities for each separate premises.
