When a culinary water service meter is not used for construction purposes, then during any lot or subdivision construction in the city's service area, the contractor shall install for each lot a hose bib (standpipe with automatic drain) meeting the requirements of the city's director of public utilities. A flat fee, as shown on the Salt Lake City consolidated fee schedule, for water used during construction per residential lot shall be charged to and paid by the contractor.
