Within the city's service area, no person shall make any connections to, or in any manner perform any work upon any of the mains, connections or appliances pertaining to the city waterworks until such person shall have secured a license, been registered, and filed, where applicable, a performance bond guaranteeing the installation of the water facilities within the city's service area as required by ordinance and statute.
