Any person who owns, operates, maintains or permits the use of any house, cottage, cabin, human habitation or camping place shall be required to provide and maintain a sewage disposal system satisfactory to the director and health director, and upon such person's failure to do so, the health director shall have and there is conferred upon the director the authority to close, seal and prevent the use of such house, cabin, human habitation or camping place.
