Any person wishing to use the airport, its facilities and services, for the purpose of utilizing his or her professional skill or the professional skill of his or her employees for profit, shall possess all applicable licenses, shall make a written application therefor and procure permission from the director, and shall pay the fees and charges prescribed for such use.
