Any use of the city and county building by any private person, organization or group, or by any public entity other than Salt Lake City Corporation, or by any religious or charitable organization, shall be coordinated through the manager of the city's support services division or the successor to that position. Whenever there is a conflict between an event scheduled to be held in the city council chambers and a regularly scheduled meeting of the city council, the needs of the city council shall take precedence.
