The purpose of this chapter is to designate certain public properties located in commercial centers and not in close proximity to churches, schools and residential areas, to be used for public squares, malls and pleasure grounds. Because of the location of such public properties, the restrictions of subsection 6.08.120B of this code, as amended, or its successor section, with respect to the close proximity to a public park of class B nonprofit clubs are overly harsh since such nonprofit clubs do not cause the same concern in a nonresidential environment. Such public properties specifically designated in section 15.12.020 of this chapter, or its successor section, shall not be considered parks under this code, as amended.
