Subject to the provisions of title 3, chapter 3.50; title 5, chapter 5.65; and title 14, chapter 14.38 of this Code, no person shall sell or offer for sale any merchandise, article or thing whatsoever, without the written consent of the Mayor within any park, or within a distance of sixty feet (60') of any boundary line of any park.
