Subject to sections 14.38.050, 14.38.060 and 14.38.070 of this chapter, sidewalk art may be displayed, and sidewalk entertainment may be performed, only upon available city property. It is unlawful to display sidewalk art or to perform sidewalk entertainment on publicly owned sidewalks, park strip areas, city operated parks, or other areas of city property that do not constitute available city property.
