Any suspension or revocation or stop order by the city engineer may be appealed by the permittee to the director of public services by filing a written notice of appeal within ten (10) days of the action of the city engineer. The director of public services shall hear such appeal, if written request therefor be timely filed, as soon as practicable, and render his/her decision within a reasonable time following filing of notice of appeal.
