When in the opinion of the chief building inspector plans for building remodeling or renovating indicate that such changes or construction will affect the ratproof condition of a building or structure, the chief building inspector shall forward such plans or specifications to the Salt Lake Valley health department for its recommendation with regard to ratproofing or vent stopping.
