A. No person shall cause or permit the discharge from any source whatsoever such quantities of air contaminants or other materials which cause a nuisance to any person or to the public.
B. Nothing in any other part of these regulations concerning emissions of air contaminants or any other regulations relating to air pollution shall in any manner be construed as authorization or legalizing the creation or maintenance of a nuisance as described in section 9.24.030 of this chapter, "public nuisance", or its successor.
