It is unlawful for the owner of, occupant of, or person having control of any lot, yard or any other premises within the City limits to keep, collect, permit, maintain or store in the open thereon any metal, glass, bottles, rags, cans, sacks, rubber, paper or other articles commonly known as "junk", or any articles known as "secondhand goods, wares or merchandise", without enclosing such lot, yard or premises with a tight board fence not less than seven feet (7') high, and maintaining such fence in a good and sightly condition.
