It is unlawful for anyone to sell or offer for sale at auction any merchandise unless the merchandise shall have been within the state at least fifteen (15) days immediately prior to such sale or offer for sale, and the city license supervisor shall be given five (5) days' advance notice of its arrival in the city; provided, that livestock shall be required only to be at the location where a sale is held not less than two (2) days prior to said auction.
