Notice of the hearing provided for in the preceding section shall be given in writing to the applicant or license holder as provided in section 5.02.260 of this title, or its successor. The applicant or license holder shall have the right to be represented at such hearing by counsel. Such hearing shall be conducted in accordance with chapter 5.02 of this title, or its successor.
