This chapter is enacted to establish the base license fee for general businesses and to establish additional fees for businesses receiving a disproportionate level of the city's services. No license may be issued for a business operation which, on the face of the license application, would be in violation of criminal laws or ordinances or where the place of business would be located in an area not zoned for such business activity unless it is a legal nonconforming use as provided in title 21A, chapter 21A.38 of this code.
