Any person desiring a license for which a special public hearing is required shall pay the fee shown on the Salt Lake City consolidated fee schedule before said hearing shall be set or advertised. In addition, such person shall pay all expenses incurred by the city with respect to said hearing, including fees charged by a hearing examiner, costs of recording or reporting such hearing, costs of transcription, and all other such actual costs.
