The mayor and the Salt Lake City council, hereinafter "council", declare it to be a policy of the city to address the health, safety and welfare of its citizens by providing assistance for affordable and special needs housing within the city. The purpose of this chapter is to create the Salt Lake City housing trust fund and the Salt Lake City housing trust fund advisory board to address these concerns for affordable and special needs housing in the city.
