The city council may authorize a subpoena upon a majority vote of the council. Such subpoenas shall be signed by any member of the council voting to authorize the subpoena. Upon such vote and signature, the subpoena shall be reviewed and approved "as to form" by the city attorney, deputy city attorney or any assistant city attorney and shall then be issued by the city recorder.
