Failure of the department head to account properly for all personal property charged to a given department or to make satisfactory explanation as to the use and disposition of any item shall be deemed cause for investigation by the purchasing and property management division staff. If investigation determines that the loss is due to negligence or misapplication on the part of the department head, or some employee in his department, then those persons acting negligently or malfeasantly shall be held personally liable for all loss resulting therefrom.
