The acquisition of permanent property in some manner other than by direct purchase, e.g., fabrication by departments, donations, gifts and the like, shall be reported to the chief procurement officer by the head of the department receiving the property. Appropriate acknowledgment and acceptance of donations and gifts should be made and a copy of the memorandum of the acceptance should be filed with the chief procurement officer, and also in the files of the department head.
