No public servant or volunteer public servant shall acquire any interest in a business entity at a time when such public servant or volunteer public servant believes or has reason to believe, based on information not available to the general public, that such business entity will be substantially and directly affected by any contract, transaction, zoning decision, or other governmental action of the city.
