The council's jurisdiction shall be limited to:
A. The purposes set forth in this chapter, and it shall only make recommendations to the mayor;
B. Making operating expenditure subject to prior approval by the mayor;
C. Recommending that the city contract, as needed, with individuals, businesses, agencies, organizations or other groups, to render services to the council or city relating to the council's purposes. (Ord. 67-13, 2013)
