It is unlawful for any person or agency to violate the terms of this chapter or the terms of the user's security and privacy nondisclosure agreement. Any person violating the terms of this chapter or the terms of the user's security and privacy nondisclosure agreement shall be subject to immediate temporary or permanent loss of dissemination privileges and criminal prosecution.
