The chief of police or his/her designated agent shall have authority to require state criminal and noncriminal justice agencies and private noncriminal justice agencies to enter into a user's security and privacy nondisclosure agreement prior to the police department's dissemination of any criminal history record information to such agencies and to comply with such other regulations as required by the state and federal governments.
