A. Specified: A person seeking a fee waiver bears the burden, for each waiver request, of demonstrating that:
1. Releasing the record primarily benefits the public rather than a person; and
2. The factors in this chapter should be applied to grant the waiver request.
B. Factors: Salt Lake City will consider each fee waiver request based on the circumstances related to that request and the following factors:
1. Is the request broad or reasonably focused?
2. Would release of the documents to the requester contribute significantly to public understanding of the operations or activities of Salt Lake City?
3. Would the expenditure of time and resources in responding to the request significantly affect Salt Lake City's ability to meet its other responsibilities?
4. Are there other methods available to the requester to obtain the information sought, and have those other methods been used?
5. How frequently have this requester and any organization for which the requester works asked for and received a fee waiver? (2019 Compilation)
