(a) The Enforcing Official and the Board of Housing Appeals are each authorized to order and direct owners, agents and/or tenants to correct hazardous conditions, abate nuisances as outlined in Sections 1309.12

and remove unsanitary materials as described in 1309.18
(m) within a reasonable time not to exceed thirty (30) days, with notice to owner, agent or tenant as prescribed in 1309.08.
(b) The Enforcing Official and the Board of Housing Appeals may each order hazardous conditions corrected, nuisances abated and unsanitary materials removed and shall certify the cost and expense of the removal to the Clerk of the legislative authority who may then certify the total costs, together with a proper description of the lands, to the County Auditor who shall place the costs upon the tax duplicate with such costs being a lien upon such lands from and after the date of entry.
(c) As used in this section, Atotal costs@ means any cost incurred due to the use of employees, materials, equipment of the municipal corporation, any costs arising out of contracts for labor, materials, or equipment, and costs of service of notice or publication required if any.
