(a) Compliance. All persons shall meet the minimum standards set forth in this section to be in compliance with this Code.
(b) Windows for Habitable Rooms. Every habitable room shall have at least one window or skylight facing outdoors provided that if connected to a room or area used seasonally (e.g. porch) then adequate daylight must be possible through this inter connection. All window sash shall be glazed and provided with suitable hardware, and shall be made to open to the extent of not less than five percent (5%) of the floor area of such room unless an approved mechanical ventilating system is installed.
(c) Nonhabitable Rooms. Every bathroom and water closet compartment shall comply with the light and ventilation requirements for habitable rooms contained in this chapter, except that no window shall be required in adequately ventilated and lighted bathrooms and water closet compartments, equipped with an approved mechanical ventilation system.
(d) Electrical Requirements. Every dwelling unit shall be equipped with proper size service equipment and with electrical convenience outlets or ceiling fixtures that meet the requirements of the current editions of the Ohio Basic Building Code and the National Electric Code, as to number, location and installation and shall be maintained in good and safe working condition. Every dwelling unit shall be supplied with at least 60 ampere service.
Existing electrical installations that do not comply with the provisions of this Code shall be permitted to be continued in use unless the authority having jurisdiction determines that the lack of conformity with this Code presents an imminent danger to occupants. Where changes are required for correction of hazards, a reasonable amount of time shall be given for compliance, depending on the degree of the hazard.
(e) Lighting Halls and Stairs. In a multiple dwelling every hall and stairway serving three or more dwelling units shall be adequately lighted at all times. Every hall and stairway serving not more than four dwelling units shall have conveniently located switches, controlling an adequate lighting system which may be turned on when needed.
(f) Screens Required. Every dwelling unit shall be equipped with window and door screen where deemed necessary by the Housing Officer. Every basement window used or intended to be used for ventilation, and every other opening to a basement which might provide an entry for rodents, shall have a screen or other device that will effectively prevent their entrance.
