STREETS AND SIDEWALKS GENERALLY

12.04.010   Charges for services of the department of public works-On assessment proceedings.
   The charges for the services of the director of public works/superintendent of streets for engineering services and for other services relating to public improvement work constructed or done upon the public streets, places and rights-of-way in this city under special assessment proceedings which the city council of the city conducts under the provisions of the Streets and Highways Code of the state shall be established by resolution of the city council as follows:
   For special assessment proceedings, a sum equal to the direct cost of the services provided by the director of public works and his or her office as established by resolution of the city council at the time the assessment district is formed, plus an indirect cost factor at a rate or rates adopted by resolution of the city council from time to time. Said services shall include, without limitation, any services for acquiring right-of-way or property or capacity in public improvement work and all costs and expenses of any such acquisition.
   The charges determined from above shall cover the cost of the preparation of the proceedings, the cost plus administrative charges (i.e., two percent) of the field work, the cost of inspection and the cost of all office and clerical work in the proceedings. Such charges cover only normal engineering services in connection with such work, and all other unusual or extraordinary services performed by the director of public works in connection with any work under this section shall be charged separately by the director of public works in relation to his or her cost of rendering such services. 12.04.020   Charges for services of the department of public works-Frontage improvements and improvements pursuant to subdivision proceedings-All improvements other than frontage improvements and improvements pursuant to subdivision proceedings and assessment proceedings.
   A.   The charges for the services of the department of public works of the city for frontage improvements and improvements pursuant to subdivision proceedings relating to public improvement work constructed or done upon the public streets, places and rights-of-way in this city under private contract shall be established by resolution of the city council.
   In connection with said charges, they shall cover only normal engineering services in connection with such work, and all other unusual or extraordinary services performed by the director of public works or designee in connection with any work under this section shall be charged separately by the director of public works in relation to his or her cost of rendering such service.
   B.   Except as otherwise provided by resolution, the charges for the services of the department of public works of the city for all services for improvements other than those covered by Section 12.04.010 of this chapter and subsection A of this section relating to public improvement work constructed or done upon the public streets, places and rights-of-way in this city are fixed as a sum equal to the direct cost of the services provided by the department of public works of the city plus an indirect cost factor at a rate or rates adopted by resolution of the city council from time to time. 12.04.030   Naming and designation of streets.
   All names and designations of public streets within the city officially named or if renamed, shall be designated according to the following rules and regulations:
   A.   East-west streets shall be designated as "avenues" and, where feasible, shall be designated with a number based on the present grid system rather than designation by name. Extensions or links of any east-west avenues shall bear the designation of the avenue of which it is a projection.
   B.   All north-south streets shall be designated as "streets" and shall, as in the case of avenues, be numbered where they are extensions of the existing system or conform to the numbering system.
   C.   Streets in a large development which do not run north, south, east or west, but on a diagonal or meandering line, shall be designated "drives" if they serve as major or collector streets within the tract.
   D.   Minor streets not following the grid east, west, north, or south shall be designated as "ways."
   E.   Cul-de-sac or dead-end streets shall be designated as "court" when they are not the extension of an existing street, avenue, drive or way.
   F.   A so-called circle street or one which returns to the street at each end shall be designated as "circle."
   The provisions of subsection A of this section shall not apply to those streets in the Sutter Grant to the city designated by letters of the alphabet or the extension of such streets east of Alhambra Boulevard. (Prior code § 38.01.013)
