6-5-1: DEFINITIONS:
As used in this chapter, including article A, the following words and terms shall have the meanings ascribed to them in this section:
ANIMALS: Any and all types of animals, both domesticated and wild, male and female.
AT LARGE: Off the premises of the owner or custodian of the animals and not under the immediate control of the owner or custodian.
DANGEROUS ANIMAL: Any wild animal including, but not limited to, wild mammal, reptile, fowl, poultry, insect or arachnid which is not naturally tame or gentle, but is of a wild nature or disposition and which, because of its size, vicious nature, unpleasant odor, poisonous venom or other characteristics of the same nature, could constitute a danger to human life, health or property.
DOG: Any dog of either male or female.
DOG LICENSE: A license and registration tag required to be issued annually for each individual dog.
KEEP OR HARBOR: To maintain, possess, control and use.
OWNER: Any person owning, controlling, keeping or harboring a dog or other animal or fowl.
POUND: An establishment for the confinement of dogs seized either under the provisions of this chapter or otherwise.

6-5-2: PROHIBITED ANIMALS:
It shall be unlawful for any person to keep any cattle, goats, swine, horses, poultry, fowl or pigeons of any kind, nature or description or any animal defined as a dangerous animal. All cattle, goats, swine, horses, poultry, fowl, pigeons or dangerous animals so harbored, kept or maintained are declared a public nuisance. Any person who keeps or maintains a prohibited animal shall be guilty of a misdemeanor and fined not less than two hundred fifty dollars ($250.00), nor more than seven hundred fifty dollars ($750.00). A separate offense shall be considered for each day such person shall keep and maintain a prohibited animal, having been notified by a Village official or any member of the Public Safety Department that a violation exists.

6-5-3: AT LARGE ANIMALS PROHIBITED:
No domestic animal shall be permitted to run at large within the limits of the Village at any time.

6-5-4: ANIMAL NOISE:
It shall be unlawful for any person to permit his animal to bark, whine, howl, or in any manner disturb the quiet of any person or neighborhood so as to cause an annoyance or discomfort to the public. All such animals are hereby declared a public nuisance.

6-5-5: OFFENSIVE ANIMAL HOUSES AND PREMISES:
It shall be unlawful to own, keep or use any yard, pen, place or premises in or upon which any permitted animal shall be confined, kept or harbored so as to create a public health or safety hazard or public nuisance. Any person found in violation of this section shall be subject to a fine of not less than seven hundred fifty dollars ($750.00). A separate offense shall be considered for each day such nuisance shall continue, after notice to remove and abate the nuisance is given.

6-5-6: CRUELTY TO ANIMALS:
A person shall be guilty of cruelty to any animal in any of the ways mentioned in this section:
   A.   By cruelly beating, torturing, tormenting, mutilating or killing any animal, or causing or knowingly allowing the same to be done;
   B.   By unnecessarily failing to provide any animal in his charge or custody, as owner or otherwise, with proper food, drink, shelter and air;
   C.   By abandoning any animal;
   D.   By keeping any animal in any unnecessarily cruel manner;
   E.   By carrying or causing to be carried, keeping or causing to be kept, any animal bound or tied by its legs, or bound down by the neck, or so that it cannot freely stand in an upright position while being transported, or by carrying or causing to be carried, keeping or causing to be kept, any animal in any crate or cage so constructed as to permit such animal to push its head between the slats, wires or other openings of such cage, unless the space between such wires or slats is also sufficient to permit such animal to freely withdraw its head therefrom.

6-5-7: FEEDING BIRDS ON PUBLIC PROPERTY:
   A.   No person shall feed any bird including, but not limited to, geese, ducks, pigeons and similar fowl while such person is in or on any property owned, controlled, or under the jurisdiction of the Village or the Rosemont Park District including, but not limited to, parks, the premises of public buildings and structures, parkways, streets and other public rights-of-way.
   B.   No person shall leave any seed, bread or bread crumbs, or other foodstuff which is intended to be or which may constitute bird food on any property owned, controlled or under the jurisdiction of the Village or the Rosemont Park District.
   C.   Any person violating the provisions of either subsection A or B of this section shall, upon conviction, be subject to a fine of not less than two hundred fifty dollars ($250.00) nor more than seven hundred fifty dollars ($750.00) for each offense.
