8-2-4: PERMIT PROCESS FLOW CHART:
   A.   Step 1: Determine which permits are needed for application, pick up development handbook and meet with director of community services.

Projects of limited scope without grading may require only a building permit.
Site preparation; building
More extensive projects with construction deliveries and staging or involving tree removal may require a site preparation plan or tree removal permit, as determined by the director of community services. If a site preparation plan is required, the site preparation work under a site preparation permit must be completed before the building permit will issue.
Site preparation; building; site development
Construction involving building and grading will require 3 permits: site preparation permit, building permit and site development permit.
Site preparation; site development
Grading with no building activity requires a site preparation permit and site development permit.
 
In all cases where a site preparation plan is required, then all work under the site preparation permit must be completed before the other permits will issue.
A site preparation permit may also serve as the tree removal permit.
   B.   Step 2: File completed applications, including supplemental permit applications when required.
      1.   Building permit application requirements are set forth in section 8-4-2 of this title and set forth in further detail in the Development Handbook. The building official will review such applications.
      2.   Site preparation permit and site development permit application requirements are set forth in sections 8-3-3 and 8-5-2 of this title and set forth in further detail in the Development Handbook. The Director of Community Services, Village Engineer and Village Forester will review such applications. Additional reviews may be required by the Village's wetland consultant.
      3.   For site preparation permits and site development permits, the applicant may be required to obtain a wetland survey, tree inventory, woodland delineation and other data that may be difficult to obtain at certain times of the year, and the applicant should factor the delays inherent in obtaining such information into the applicant's intended construction schedule. For example, a completed site development permit application may be required to include these supplemental permit applications:
         a.   A completed tree removal permit application form.
         b.   A completed Lake County watershed development ordinance permit application form.
         c.   A copy of a Lake County wetland inventory map marked to show the subject property.
Applicants should consult the Development Handbook for all submittal requirements.
   C.   Step 3A: If no site preparation is required, the applicant posts street restoration and completion security as required herein, pays permit fees and a building permit is issued, which must be posted on the property.
   D.   Step 3B: If site preparation is required, the applicant posts street restoration security as required herein, and then the site preparation permit will be issued, which must be posted on the property.
   E.   Step 3C: After completing site preparation work, the applicant posts the required completion security, and then building permit and site development permit will be issued, both of which must be posted on the property. (Ord. 07-4-6, 4-17-2007)
