8-4-2: APPLICATION FOR BUILDING PERMIT:
Application for a building permit shall be made by the owner or his agent to the village by filing with the building department, on application forms devised and supplied by the building official, the following:
   A.   A copy of the building permit application with all the information requested thereon and signed by the owner or authorized agent.
   B.   A copy of a "plat of survey" certified by a duly licensed Illinois land surveyor. In addition to the mandatory information required on such certified plat there shall be the surveyor's statement as to the area in square feet contained in the tract represented on said plat exclusive of all easements for ingress or egress. There shall also be superimposed on said plat an outline to scale of all structures present and proposed with dimensions to indicate their exact location on the tract of land with relation to the boundary lines of said tract. The structures referred to shall include walls, septic tanks and septic drainage fields, and other underground utilities. This survey is to be retained by the village as part of a permanent record.
   C.   Three (3) copies of complete plans of the proposed structure drawn to a scale, no smaller than one-fourth inch equal to one foot (1/4" = 1') with all dimensions figured accurately. The plans and specifications shall be sufficiently explicit and complete so that the proposed structure can be constructed therefrom by any competent contractor, builder or engineer without further direction. In addition the plans shall indicate the enclosed area in square feet of floor space and the net volume of the structure in cubic feet.
   D.   All plans, computations and specifications required for a building permit application for new construction work, alteration, repair, expansion, addition or modification work involving the practice of professional architecture or engineering, as defined by the laws of the state, shall be prepared by, or under the supervision of, and signed and sealed by a professional architect or engineer.
   E.   Excepting that an owner may design, draw plans and supervise construction of any building, structure or part thereof to be constructed on his parcel, specifically for his own use and occupancy and provided all provisions of this title and any other provision that may apply to the proposed work shall have been complied with and provided further that this exception shall only apply to the owner's use and occupancy of a single parcel of land at any one time and for no longer than a two (2) year duration, the following certificate shall appear on all sheets of plans submitted for approval:

   F.   In any case when a site development permit is required under this title, the application for a building permit must be accompanied by an application for a site development permit, and all requirements for applying for a site development permit must be satisfied prior to or concurrently with the review and approval of any building permit.
   G.   The applicant shall submit a site preparation plan, unless waived by the director of community services for projects of limited scope. (Ord. 07-4-6, 4-17-2007)
