§ 165.371 ZERO LOT LINE SUBDIVISIONS (ZL).
   (A)   Zero lot line subdivision intent and prerequisites.
      (1)   Intent. The Zero Lot Line Subdivision type is intended to provide a development option with the following features.
         (a)   Land use. One hundred percent residential.
         (b)   Applicability. Residential subdivisions involving zero lot line development including all sizes that may or may not require new streets.
         (c)   Pedestrian network.
            1.   Safe and efficient pedestrian circulation within the subdivision; and
            2.   Safe and efficient pedestrian accessibility to perimeter streets.
         (d)   Vehicular network.
            1.   Connectivity to adjacent development, adjacent undeveloped parcels and the existing street network; and
            2.   Large radius corners and curves.
         (e)   Site feature preservation. Strive to save existing quality tree stands.
         (f)   Incentives. Limited intensity and density bonus for anti-monotony compliance.
      (2)   Prerequisites.
         (a)   Base zoning. R1, R2, R3, UR or M1.
         (b)   Minimum parent tract. No minimum.
         (c)   Maximum parent tract. No maximum.

   (B)   Zero Lot Line Subdivision standards.
      (1)   Open space/landscaping.
 
         (a)   Minimum required open space. Fifteen percent.
         (b)   Minimum perimeter landscaping.
            1.   Twenty-five feet along perimeter streets that shall be common area;
            2.   Ten feet along all other perimeters; and
            3.   Zero feet if abutting another ZL, CS or ST subdivision.
      (2)   Blocks.
 
         (a)   Minimum block length. One hundred and forty feet.
         (b)   Maximum block length. One thousand feet.
         (c)   Minimum cul-de-sac length. One hundred and forty feet.
         (d)   Maximum cul-de-sac length. Six hundred feet.
      (3)   Streets.
 
         (a)   Minimum ROW on local streets. Fifty-six feet.
         (b)   Minimum street width. Thirty-two feet.
         (c)   Curb. Rolled or vertical curb required.
         (d)   On-street parking. Required on at least one side.
         (e)   Minimum tree plot width. Five feet.
         (f)   Minimum sidewalk/sidepath width.
            1.   Five feet sidewalks along both sides of internal collector streets and internal local streets;
            2.   Six feet sidepaths or sidewalks along both sides of internal arterial streets; and
            3.   Six feet sidepaths or sidewalks along perimeter streets.
   (C)   Additional design standards that apply.
