260.155 SHIFT DIFFERENTIAL COMPENSATION.
   Part-time patrolmen working the afternoon shift and the night shift may receive an additional fifty cents ($.50) per hour, above the normal hourly rate, as a shift differential payment. It is further understood that the individual union contracts entered into by the City of Ravenna with the respective unions may vary from the provisions of this chapter.

260.16 MILEAGE AND MEAL ALLOWANCES.
   The City hereby adopts by reference Section 274 of the Internal Revenue Service Code, which sets forth on an annual basis the Federal allowances for mileage and per diem rates for meals according to locality.

260.17 BONDS.
   (a)   The Finance Director shall give a bond of one hundred thousand dollars ($100,000) to the City for the faithful performance of the duties of his or her office or position.
   (b)   All other officers and employees of the City, except members of the Police Department and the Fire Department and clerks of the Water and Sewer Department, shall be included in a faithful performance blanket position bond in the sum of ten thousand dollars ($10,000).
   (c)   All clerks of the Water and Sewer Department shall be included in a faithful performance blanket position bond in the sum of twenty-five thousand dollars ($25,000).
   (d)   All members of the Police Department and the Fire Department shall be included in any honesty blanket position bond in the sum of two thousand five hundred dollars ($2,500).
   (e)   The Finance Director is directed to procure such blanket bond coverages from any one or more established bonding companies licensed to issue such bonds in the state, after obtaining proposals therefor from at least three eligible companies, such bonds to be subject to the approval of the Mayor.
   (f)   The individual bonds required by the provisions of division (a) of this section shall be written for the term for which the officer or employee is elected or appointed. If no term is stipulated, the bond shall be for three years.

260.18 JOB DESCRIPTIONS FOR NONELECTIVE POSITIONS.
   (a)   There is hereby established and adopted a job description for nonelective positions of employment in the City. Such job description shall be done in the following format:
      (1)   Description of work.
         A.   General statement of duties;
         B.   Supervision received;
         C.   Supervision exercised.
      (2)   Major duties and their definitions.
      (3)   Minimum qualifications.
         A.   Required knowledge, skills and abilities;
         B.   Education;
         C.   Experience;
         D.   Other requirements unique to the position and/or department.
   (b)   The Administration shall review all job descriptions as needed.

260.19 COMPENSATORY TIME.
   (a)   Compensatory time will be defined as time earned for work in excess of forty hours in a regularly scheduled workweek.
   (b)   Compensatory time will be calculated at a rate of one and one-half multiplied by the number of hours in excess of forty.
   (c)   Compensatory time may be awarded an employee, in lieu of payment of overtime hours. No employee may accumulate more than forty hours of compensatory time.
   (d)   Compensatory time applies to all hourly employees excluding those covered in Section 260.10 and those employees covered under a union contract.
   (e)   Compensatory time may be taken upon approval of the employee's supervisor and will be paid at the employee's prevailing hourly rate of pay. Compensatory time must be taken within thirty calendar days of the time it is awarded.
   (f)   Unused earned compensatory time will be paid out at the time an individual either terminates his or her employment with the City of Ravenna or for any reason becomes ineligible to receive compensatory time. The compensatory time will be paid at the employee's rate of pay prior to termination or loss of eligibility.

260.20 FLEXIBLE TIME.
   (a)   Flexible time allows an employee to take time off during a regular shift in an amount equal to the excess hours worked on a previous shift as a result of either an emergency or extraordinary circumstance.
   (b)   Flexible time must be approved by the employee’s appointing authority.
   (c)   Flexible time must be taken within thirty calendar days following the time earned. An extension of an additional thirty days may be granted by the appointing authority for extraordinary circumstances.
