(a) Fifteen days sick leave shall be allowed annually for each full-time employee, (defined as employees scheduled to work forty hours per week per Section 260.01 accrued at the rate of 4.6 hours for each completed eighty hours of regular service. The full-time requirement for eligibility became effective March 1, 2010.
(b) Sick leave shall be cumulative without limit and sick leave usage will be charged based on actual hours away from duty.
(c) (1) In the event a permanent hourly employee, hired after January 1, 1987 retires and is qualified to receive and is granted either a disability or a normal retirement pension under the Public Employees Retirement System or Police and Fire Retirement Pension, such employee shall receive pay for his or her unused accumulated sick leave in an amount not to exceed 650 hours, upon his or her separation from the active payroll.
(2) In the event a permanent hourly employee, hired prior to January 1, 1987 retires and is qualified to receive and is granted either a disability or a normal retirement pension under the Public Employees Retirement System or Police and Fire Retirement Pension, such employee shall receive pay for his or her unused accumulated sick leave in an amount not to exceed 960 hours, upon his or her separation from the active payroll.
(d) (1) In the event a permanent hourly employee, hired after January 1, 1987 dies, his or her estate shall be credited with such unused sick leave cumulative up to 650 hours, and his or her estate shall be paid for any unused sick leave as of the date of his or her death.
(2) In the event a permanent hourly employee, hired prior to January 1, 1987 dies, his or her estate shall be credited with such unused sick leave cumulative up to 960 hours, and his or her estate shall be paid for any unused sick leave as of the date of his or her death.
(e) For situations where employees hired prior to January 1, 1987 terminate employment with City of Ravenna and return to employment with the City after January 1, 1987, such employee will be eligible for 650 hours unused accumulated sick leave payout upon the retirement requirements outlined above. This same rule applies to the payment of unused sick leave to an estate in the event an employee dies.
(f) For employees hired after January 1, 2017 with sick hours accepted and credited by the City of Ravenna from a previous employer, such hours are not payable at retirement. Sick hours credited from a previous employer may only be used as sick time while employed with the City of Ravenna. Furthermore, sick hours credited from a previous employer can only be used after City-earned hours are extinguished. This also applies to former City of Ravenna employees that have left employment with the City and return.
(g) In the event a permanent employee (who is governed by the contract between the City of Ravenna and the IAFF Local 1340, AFSCME, or FOP) retires or dies, he or she shall have their sick leave conversion covered pursuant to the terms of the then existing union contract with the aforesaid unions.
(h) Under unique circumstances, if illness or disability of a full-time employee continues beyond the time covered by earned paid leave such as sick leave, vacation leave, personal days, etc., a donation/transfer and use of sick leave hours from other City employees may be considered by the City under the following conditions;
(1) In order for a City employee to receive and use donated/transferred sick leave hours, that employee shall have a good work record with the City. Also, the recipient employee must not have an abuse pattern of sick leave.
(2) The employee wishing to donate/transfer sick leave hours to another City employee must complete and sign a transfer form and submit the form to his or her supervisor.
(3) The voluntary donation/transfer and use of sick leave hours must be approved by the Appointing Authority.
(4) The value of donated/transferred sick leave is based on actual hours donated.
