Every person under the age of eighteen (18) years who loiters, wanders, strolls, loafs or plays about or upon the public streets, avenues, alleys, parks, public parking grounds or public places, between the hour of ten o'clock (10:00) P.M., and the time of sunrise the following day, when not accompanied by his parent or legal guardian having legal custody and control of such person, or spouse of such person over the age of twenty one (21) years, is guilty of a misdemeanor. Every parent, guardian or other person having the legal care, custody or control of any person under the age of eighteen (18) years who allows or permits such person to violate any provision of section 16-1 of this chapter is guilty of a misdemeanor. (Ord. Code § 6211.1)
A. Minors Prohibited: It shall be unlawful for any person under the age of twenty one (21) years to visit, enter, frequent or patronize any poolroom or billiard hall in the city of Porterville where beer, wine or any other alcoholic beverage is served, sold or consumed.
B. Owners Prohibited From Permitting Minors To Enter: It shall be unlawful for any person, firm or corporation or for the owner, manager or other person in charge of or in control of or otherwise conducting any poolroom or billiard hall in the city of Porterville where beer, wine or any other alcoholic beverage is served, sold or consumed to permit or allow any person under the age of twenty one (21) years to visit, enter, frequent or patronize said poolroom or billiard hall.
C. Definitions: For the purpose of this section, a poolroom or billiard hall that adjoins a place where beer, wine or any other alcoholic beverage is served, sold or consumed and is connected by a common entryway, passageway, door, window or other opening of any kind whatsoever shall be considered as a poolroom or billiard hall where beer, wine or any other alcoholic beverage is served, sold or consumed.
