7.21.130   General requirements.

7.21.130   General requirements.
   A.   The collection, storage, transportation and disposal of all human excreta, industrial and commercial waste shall be carried out in a sanitary manner which does not endanger the public health or create a nuisance.
   B.   All waste shall be transported in a leak-proof and fly-tight container.
   C.   All portable containers, pumps, hoses, tools or other implements, when not in use, shall be stored within a covered and fly-tight enclosure.
   D.   Waste to be removed shall be transferred as quickly as possible by means of portable, fly-tight containers or suitable suction pump and hose to the transportation container. The transportation container shall be tightly closed and made absolutely closed and fly-tight immediately after the contents have been transferred. If portable containers are used, they shall be kept fly-tight while being transported to and from the vehicles. Any waste dropped, spilled or leaked in the process of collection shall be completely cleaned up immediately and the area properly disinfected and decontaminated.
   E.   All pumps and discharge lines shall be free from leaks. All downspouts shall not be more than twelve inches from the ground level when in use.
   F.   All shut-off valves shall be of a quick-close type which will not permit sewage to splash or flood the area surrounding a manhole.
   G.   All vehicles, tools and equipment shall be maintained in good repair at all times and when not in use shall be stored in a clean and sanitary condition. At the end of each day's work all portable containers, suction pumps, hose and other tools shall be cleaned and disinfected or otherwise decontaminated.
   H.   No person shall dispose of any sewage, industrial or commercial waste except pursuant to approval granted by a federal, state or local environmental agency.
   I.   Industrial or commercial waste shall not be deposited into a public sewer without the written approval of the director of wastewater management.

7.21.140   Duties of the director of wastewater management.
   Duties of the director of wastewater management shall be as follows:
      1.   Select and designate manholes for the disposal of sewage;
      2.   Paint covers of approved manholes a distinct color for ready identification;
      3.   Notify the environmental officer in writing of any change in the location of approved manholes.

7.21.150   Permit to operate.
   A.   No person shall operate as a septic tank cleaner or an industrial waste hauler without obtaining a permit from the environmental officer. The application for the permit, and all corresponding department action and review, shall be made pursuant to A.A.C. R18-8-606 and R18-8-612 through R18-8-617.
   B.   The operating permit shall include a list of approved dumping sites.
   C.   Each vehicle licensed shall have the number of the license plainly and durably inscribed in contrasting colors on the side door panels of the cab and the rear face of the tank in figures not less than three inches high. Such numbers shall be legible at all times.
   D.   Classification of vehicles as to size, type of waste hauled, or other categorization, restriction or requirement may be imposed by the environmental officer and shall be stated on the permit.
   E.   Fees for permits issued pursuant to this section shall be assessed pursuant to Section 7.03.130.

7.21.160   Vehicle license.
   A.   No vehicle shall be operated without a current and valid license issued by the environmental officer.
   B.   Every vehicle shall be inspected and approved annually by the environmental officer prior to the issuance or renewal of the license.
   C.   Each license shall be affixed to the vehicle in a place designated by the environmental officer and shall be legible at all times.
   D.   Licenses are not transferable from vehicle to vehicle.
   E.   Fees for licenses issued pursuant to this section shall be assessed pursuant to Section 7.03.130.

7.21.170   Suspension of permit or license.
   The environmental officer may suspend a permit to operate or license issued pursuant to this article if inspection by the department indicates that a licensed vehicle is not being maintained and operated in a satisfactory manner or that conditions are such that the work cannot be performed in accordance with the applicable rules.
